Annual General Meeting Negotiation Update & PowerPoint Presentation
At the November General Meeting we provided a full update on negotiations to date and had the opportunity for a spirited discussion with members present. For those unable to attend, we’ve posted the supporting PowerPoint here.
The material is in point form and intended for use in conjunction with explanation but should provide a good sense of what’s been discussed and tentatively agreed to. The CBE financial offer (finally received a few days before the meeting) is at the end. We got plenty of feedback from members present at that meeting and welcome yours, together with any questions you might have.
Since then we’ve focused on the PSS agreement and had some general discussion of money. CBE is unable to resume discussions until late January. In the interim we anticipate applying for mediation.

Steve Morrison has been assigned as the mediator to assist in resolving issues in dispute in our collective bargaining negotiations.

In the last update, just prior to Winter Break, we mentioned that we expected to apply for a mediator to be appointed by Alberta Employment and Immigration Mediation Services and we did so on Jan. 20th.

Negotiation update
November 2011
Despite the stated objective from both parties of reaching substantial agreement on all issues prior to our AGM, talks have all but stalled as the CBE steadfastly refuses to table a financial offer or response to our monetary package. The rationale we’ve heard is that dealing with money matters before all “non‐monetary” issues are completely signed off risks the latter falling off the table and not being dealt with.

Negotiations Continue

In May we reported that it was clear we would not be able to conclude an Agreement with CBE prior to the summer break and that we would focus on reaching agreement on a couple of primary interests of ours around lay‐off and re‐call and changes to hours of work before breaking for the summer and reconvening this fall.

Negotiations Update

Given the number of calls we’ve received of late it’s clear an update on the status of negotiations is well overdue. The delay has, in part, been a result of our hope to have something concrete to report other than that we’re continuing to meet and in part a reflection of the frantic activity in the office as a result of spring staffing and lay-offs in the service units.

Joint Communication – CBE/Staff Association

There are two collective agreements between the Calgary Board of Education (CBE) and the CBE Staff Association. The main collective agreement covers over 3,500 employees in a diverse range of positions. The professional support staff collective agreement covers approximately 150 employees. Both agreements expired August 31, 2010. Collective bargaining commenced on September 9, 2010.

Collective Agreement Negotiations

Staff Association’s current collective agreements with the CBE expire at the end of August and we have served notice to renegotiate those agreements. The SA Negotiation Committee, comprised of Jean Minifie, Dorothy Hall, Lois Robb, Wanda Stevenson, Sherry Vaskovics, Albert Herscovitch and Mark Johnson, has spent the last few months reviewing the agreements and membership questionnaires, discussing unresolved issues past and present, identifying emerging and potential issues, and gradually putting together our proposals and strategies for bargaining. Our initial meeting with the CBE Committee was scheduled for June but was cancelled due to illness. We will pick up the discussions in earnest in the fall, commencing September 9th.
